Jackson County VINELink Coverage
VINELink is a custody-status and notification service. West Virginia's WVDCR VINE program supplies a state layer, and a state announcement documents expansion to the regional jails. That matters in Jackson County because WVDCR, not the county sheriff, operates South Central Regional Jail and Correctional Facility. A Jackson County arrest can therefore produce a South Central record in the state-run system.
Coverage still depends on the agency and the event data it sends. Confirm that the particular South Central or WVDCR record appears on the live West Virginia interface. VINELink can also follow state prison custody events when the participating corrections record is present. It is not a complete archive of every person once held, and it does not replace a certified WVDCR release screen or a signed Jackson County court order.

The WVDCR search gateway remains a separate access channel. Its regional-jail branch checks South Central custody, while the prison branch covers people in prison or on active parole. The public prison disclaimer says fully discharged people do not remain in that search. VINELink can supply a timely event notice, but WVDCR central records becomes important when an older person record has dropped from both active interfaces.
Jackson County court records answer a third question: why custody changed. The public Magistrate Court search can be filtered to Jackson County, while felony disposition or a certified order may require the Circuit Clerk. A court order can precede physical release processing, so match it with the agency event rather than assuming the order time and release time are the same.
Search Jackson County VINELink Records
Start with one specific person. A broad search can return people with similar names from different facilities or custody episodes. Use the full legal name first, then reasonable alternate spellings or aliases. An identification number is stronger when available because it separates similar names.

- Choose the relevant custody search and enter the person's full name or identification number.
- Use alternate spelling only after the exact-name search. Do not assume a blank result proves release.
- Compare the listed custodial agency, location, age or other public identifiers, and booking or OIS number.
- Open the matched record and read the full event text, status, prior location, and time shown.
- Save the identifying number and note the date and time of the search before calling the responsible agency.
South Central is in Charleston and serves both Jackson and Kanawha counties. Facility and person identifiers matter more than a county name alone. A Jackson County case may later move to another WVDCR institution, so recheck after a transfer and search the statewide corrections branch if the court shows a prison sentence.

Jackson County VINELink Release Fields
A released or custody-ended result means the participating agency reported an event. It may identify status, an event date, and the prior agency. Wording controls. “Released” is different from “transferred,” and “out of custody” does not explain the legal basis by itself. Parole is physical release into continuing supervision, while transfer means another custodian may still hold the person.

VINE does not decide why a person left custody. For the legal reason, check the Jackson County docket for bond, dismissal, sentence, probation, or another order. For physical out-processing, request WVDCR's release screen, release date and time, release type, and transfer destination when public.
The word “released” also needs scope. Release from South Central can mean a return to the community, release on parole, or delivery to another authority under a detainer. A reported transfer keeps the person in custody. If the event shows an unfamiliar agency, search that agency and request the receiving destination from WVDCR when it is public.
Register Jackson County Release Alerts
Registration must be attached to the correct individual record. Do not register from a similar name without comparing the facility and identifier. The live interface controls which methods are available, so use only the channels shown for that record.
- Find and open the correct person's VINELink record.
- Select “Register” or the notification option tied to the record or event.
- Choose an offered channel, which may include telephone, email, text, TTY, or app notification.
- Enter the destination carefully and complete the verification step.
- For telephone registration, create the requested PIN. Enter it when an automated call arrives to confirm receipt and stop repeat calls.
- For email, text, or app service, follow the confirmation link or enter the verification code if prompted.
- Save the registration confirmation and identifying number. Recheck after a transfer because the receiving agency may create a different record.
The West Virginia specification calls for a four-digit PIN for telephone alerts. Do not claim that every other channel uses a PIN. Interface choices can change, and some agencies may not offer every notification method. A missed call, old email address, expired registration, or data interruption can prevent an alert.
Note: Keep the OIS or booking number with the alert confirmation so a later call can identify the exact Jackson County custody record.
Jackson County VINE Transfer Alerts
Jackson County has no separate county-maintained SAVIN portal documented in the research. VINE operates as the cross-system alert layer because WVDCR runs both the regional-jail network and state corrections tools. Tie an alert to the South Central or later WVDCR record, not merely to the words “Jackson County.”
West Virginia adds a key security rule. WVDCR says a movement call may be suppressed while a person is being moved between facilities, then released after arrival at the receiving facility. A temporary lack of notice cannot prove that the person stayed at South Central. It also cannot prove community release. Search again after the move and contact the named custodian.
This distinction is especially important when an active South Central result disappears. The person might have bonded out, completed a jail term, moved to a prison, or entered another authority's custody. VINE's exact event wording is a lead. WVDCR's release or transfer record supplies the proof.
Jackson County Statutory Release Notice
Online registration and formal victim notice are not necessarily the same act. WVDCR points to W. Va. Code §62-12-23d and advises qualifying victims who seek formal release or parole-hearing notice to write separately to WVDCR and the West Virginia Parole Board. Those are separate entities with different functions.
A casual VINELink registration should not be described as completing every statutory notice step. Follow the official agency instructions, retain proof of submission, and update contact details when they change. VINELink remains useful for person-specific event alerts, but the formal process may require its own written request.
Parole notice also differs from custody notice. The West Virginia Parole Board decides parole, while WVDCR carries out the physical release and Parole Services manages later community supervision. A hearing, eligibility date, or grant can appear before the person leaves the institution. The actual WVDCR event and a later VINE alert should be checked independently.
For a written notice request, use the identifying facts already confirmed through the custody record. Include the full name, WVDCR number, institution, and relevant Jackson County case when known. Send the request to each agency required by its instructions and keep a dated copy. That record is more reliable than assuming an online registration created every notice right.
For post-release registration limited to certain offenses, the West Virginia State Police Sex Offender Registry is a distinct system. It may show a current image and lawful public status information only for people required to register. Absence from that registry says nothing about release for anyone outside its statutory scope.
Jackson County VINELink Search Limits
VINE can lag. Records can be corrected, feeds can pause, and a release alert can be followed by re-arrest. Silence is not proof of continued confinement. The most reliable practice uses VINE for speed and then checks the originating agency's record.
Federal custody is outside this Jackson County VINE path. The Federal Bureau of Prisons has its own inmate locator for sentenced federal prisoners. A federal pretrial person may instead require a federal docket and U.S. Marshals Service contact. Immigration custody uses ICE's locator and enforcement contacts. Do not infer federal or immigration transfer just because a WVDCR result disappears.
For a regional-jail case, call South Central at 304-558-1336 for current routing or send WVDCR a focused request. Ask for the booking number, admission date, release date and time, release type, and transfer destination if public. For the legal basis, compare the Jackson County Magistrate or Circuit Court order.
A federal result requires another route. The BOP Inmate Locator can show a release date or that a sentenced federal person is not in BOP custody. It does not cover most county detainees or every U.S. Marshals Service pretrial placement. A federal court docket and the responsible federal custody office fill that gap.
Immigration custody is separate as well. An official 2022 inspection identified South Central as an ICE detention site, but that dated finding does not prove current volume or any named person's transfer. Use the ICE locator only when an A-number, detainer, docket, or WVDCR release record points to immigration custody. A missing VINELink result alone is not that evidence.
